Tamil Nadu

A 1,076 km Bay of Bengal coast exposed to cyclones, sea-level rise and salinity intrusion, combined with chronic water stress in southern districts, makes the state deeply climate-sensitive. With 72.1 million population (5.96% national, Census 2011), 26% of India's auto-component production and a Vision 2023 to be among India's most economically prosperous states, climate adaptation cuts across coastal, agricultural and urban-industrial concerns.

About Tamil Nadu SAPCC

SAPCC Overview

Tamil Nadu's TNSAPCC v1.0 was prepared under the Department of Environment (DoE), Government of Tamil Nadu — designated as the Nodal Department for climate change (PDF p.224) — with the proposed State Climate Change Cell as nodal technical body. The plan covers 7 focus areas per PDF p.224: Sustainable Agriculture and allied sectors; Water Resources; Forest and Biodiversity; Coastal Area Management; Energy Efficiency, Renewable Energy and Solar Mission; Sustainable Habitat; and Knowledge Management — within Vision 2023.

Climate profile

  • Tamil Nadu lies at south-eastern extreme of India with long Bay of Bengal coast; 1,076 km coastline highly exposed to cyclones, SLR and salinity ingress.
  • 72.1 million population (5.96% national Census 2011); revenue equal to 9.25% of GSDP in 2011-12 — one of India's highest among states, reflecting strong revenue mobilisation; textiles and 26% national auto-component production are separate industrial strengths.
  • Climate projections show rising temperature, shifting monsoon patterns, and increasing extreme rainfall events across the 7 agro-climatic zones.

Climate stress at a glance

  • Chronic water stress in southern districts; cities like Chennai face urban flooding alongside SLR exposure.
  • 26% of India's auto-component production located in TN; climate stress on water-intensive industry threatens manufacturing competitiveness.
  • 6 Million persons moved out of poverty in recent years, but rural climate-vulnerability remains acute given coastal/agricultural dependence.
