Delhi
A landlocked, densely populated NCT facing extreme heat, severe winter air pollution, water stress and rapid urban growth. Six fragile sectors — Health, Energy, Water Resources, Urban Planning, Transport, and Agriculture/Forest/Biodiversity — drive the SAPCC's integrated approach across exposure, sensitivity and adaptive capacity. GNCTD-led with multi-stakeholder consultation and internal validation feedback loops.

About Delhi SAPCC
SAPCC Overview
Delhi's SAPCC was prepared under the Department of Environment, GNCTD, with messages from the Chief Minister, Environment Minister, Chief Secretary and Secretary Environment. The plan was formulated through sectoral working groups and a multi-stakeholder consultation process with internal feedback loop for validation and refinement. Coverage includes 8 sectors with focused vulnerability assessment of 6 fragile sectors.
Climate profile
- High urban heat-island effect; rising winter air pollution; heat-wave mortality projected to rise.
- City-level GHG Emission Inventory documented; Energy/Power dominant emission source.
- Climate projections show rising temperature, monsoon variability, urban flooding.
Climate stress at a glance
- 6 fragile sectors identified: Health, Energy, Water Resources, Urban Planning, Transport, Agriculture/Forest/Biodiversity.
- Energy sector demand projected to rise sharply under macro-economic growth scenarios.
- Vulnerable groups: urban poor, slum communities, migrants face acute climate-livelihood stress.
