Chhattisgarh

A forest- and agriculture-driven central Indian state facing long-term rainfall decline and high monsoon variability across its plains, hills and Bastar Plateau. With 80% of population dependent on agriculture and only 35% of land irrigated, climate exposure cuts directly into livelihoods and forests.

About Chhattisgarh SAPCC

SAPCC Overview

CSAPCC-II revises Chhattisgarh's first Climate Action Plan (2014) under MoEFCC's framework, aligned with India's NDC targets and the SDGs. It is led by the Chhattisgarh State Centre for Climate Change (CGSCCC), established in 2015 under the Department of Forest and Climate Change.

Climate profile

  • Three agro-ecological zones — Chhattisgarh Plains, Northern Hill Region, Bastar Plateau — with annual rainfall ranging 950–1,410 mm.
  • Monsoon variability 28% — more than twice the national average of 11%.
  • Significant decreasing trends in pre-monsoon and monsoon rainfall; annual rainfall declines in the later historical period, with RCP projections showing overall decrease.

Climate stress at a glance

  • 80% of population livelihood from agriculture; only 35% of cultivated area irrigated
  • 30%+ multidimensionally poor (NITI Aayog, 2021); LWE-affected districts add development pressure
  • Mahanadi wetlands — NAFCC adaptation pilot in Baloda Bazar, Mahasamund and Dhamtari
