Assam

Spans the Brahmaputra and Barak basins with 50+ tributaries — over 40% of land is flood-prone and 0.427 Million ha has been eroded by the Brahmaputra since 1950 (about 7.4% of state area). With the economy anchored in tea, rice, fisheries and forest-based livelihoods and forest cover of 36.09%, climate exposure cuts across livelihoods, agriculture and biodiversity.

About Assam SAPCC

SAPCC Overview

ASAPCC 2.0 (2021–2030) updates Assam's first SAPCC (2015) with district-level vulnerability assessments, climate projections to 2100, and 198 prioritised actions across nine thematic sectors. It is led by the Assam Climate Change Management Society (ACCMS) under the Department of Environment & Forest, with technical support from IORA Ecological Solutions, and aligned with India's NDC goals, the Sustainable Development Goals and Assam's Vision 2030.

Climate profile

  • Mean maximum temperature rising at 0.049 °C/year; mean minimum at 0.013 °C/year (1990–2019)
  • Annual rainfall about 2,576 mm, with a decreasing trend of about 10.77 mm over the period
  • Near-term (2011–2040) projections show +0.85 °C to +1 °C in maximum temperature and a 0.97–3.04% increase in annual rainfall under RCP 4.5 / 8.5

Climate stress at a glance

  • 0.475 Million hectares chronically flood-prone; 0.094 Million hectares drought-prone; 0.427 Million ha eroded by the Brahmaputra since 1950 (about 7.4% of state area).
  • Forest cover 28,312 km² (36.09%); wetlands 1.29% of geographical area — biodiversity and tea/rice/fisheries livelihoods at climate risk.
  • District-level vulnerability indices computed for 9 sectors plus a composite index, anchoring sectoral adaptation prioritisation.
