Jammu & Kashmir

A Himalayan UT spanning glacier-fed catchments, Kashmir Valley horticulture and the Jammu plains, facing glacier retreat, flash floods, snow-pattern changes and biodiversity stress. IISc dynamic-vegetation modelling shows 39% and 34% of forested grids will undergo change under projected scenarios. Hydropower-dominated grid, apple/saffron horticulture, and disaster-vulnerable mountain settlements anchor adaptation priorities.

About Jammu & Kashmir SAPCC

SAPCC Overview

J&K's SAPCC v1.0 was prepared by the then-state of Jammu & Kashmir (pre-UT). Apex governance per PDF p.323 runs through a Governing Council headed by the Chief Minister, an Executive Council headed by the Chief Secretary, and an Expert Committee under the Director, Department of Environment & Remote Sensing. The plan covers 11 missions — Sustainable Energy; Enhanced Energy Efficiency; Sustainable Habitat; Green India; Water; Sustainable Agriculture; Disaster Management; Tourism; Health; Himalayan Mission; Strategic Knowledge — with 235 total actions (125 high-priority). GIZ supported preparation through CTRAN.

Climate profile

  • 39% of forested grids likely to undergo change (IISc dynamic vegetation model); 34% in another scenario.
  • Glacier retreat documented for selected J&K glaciers; PRECIS-based regional climate projections.
  • Mountain ecosystem fragility under climate stress with rising disaster risk.

Climate stress at a glance

  • Power generation mainly governed by hydropower (small fossil-fuel share) — vulnerable to changing river flows.
  • Apple-belt and saffron horticulture face shifting climate windows; mountain agriculture under chill stress.
  • Wetland Reserves, lakes and rivers face salinity, recession and biodiversity loss.
